As an Arthur user, the things I'd say makes him struggle a lot is how predictable his approach is. Because his ult is his best approaching tool you can save it after using S1 to see and bait dashes and then go in, but of course in teamfights you need the ult aoe cc more but after jumping you can just get chain cc'd to death or they just kite you, specially because S1 speed increase is not enough to run away if you need to and you just get melted if you can't damage them fast enough (which he doesnt really do to anything other than squishy targets)
For higher rank players with above average skills ? Yeah, he's still trash. But for the average playerbase ? The buffs are pretty significant especially the lower CD on Skill 1 which makes it trickier to play around it in lane. Personally, the bigger issue with Arthur for me is on his build, not his kit (don't get me wrong, it's still underwhelming). It's the same issue with early-release Allain when people were struggling on his items, and then they discovered that 1st item Blazing Cape + tank build is way better than the recommended builds. I think the same applied to Arthur here. I mean, building Axe of Torment as 1st item already makes him REALLY squishy, but then it got even worse since the 2nd item is Frostcar Embrace, which is mediocre as a defense item. My point is, the standard tank build (Blazing Cape, Dragon Rage, Bloodrage, etc) is much better on Arthur, especially with the recent changes (lower CD on Skill 1 = not as reliant to CDR, Dragon Rage procs on turrets = some push potentials). Sure, he'll lose a huge chunk of his dmg with tank build, but those items still deal decent dmg in exchange for much better survivability for him. tl;dr : Main issue of Arthur is on his build. Use the full tank build that most tanky heroes currently used and adjust your playstyle accordingly (more kiting and play around winning dmg trade through his passive's regen)
I almost forgot, he also loses one of his saving grace from last patch in Prison Sprite. That spell was the buff he needs all along but then the dev removed it after the last update. Poor Arthur

So how would I like to rework and make King Arthur OP if I was Timi and Tencent? Skill 1 - Make sure it also makes Arthur CC Immunity while he's charging Skill 2 - Increase his magic & physics defense also while using it Skill 3 - Make the area of his stomp bigger like Lu Bu or Jing, however nerf the cooldown skill. Put him in Roamer instead of just Clash & Jungle like Dun and Liu Beng? Why? Because he is a Tank Crowd Control hero. To be honest I like using Arthur more in roam instead of clash, because he can help late game hero to win the laning and protect the carry. His DPS for tank is quite great among other tank heroes and he is more like charge moving forward attacking hero instead of kidnapping from behind like Dharma & Mayene for example. Also, I would say his regen HP is quite fast also which sometimes makes me rare to recall except if I am in really low health. That's how I honor King Arthur, just my opinion

Arthur is one of the most relaxing hero to play. He has both physical and magical damage. Well certain skills to be exact. Recently i tested out one mage item and that is mask of agony on him. Sure does some damage. Useful too. Try it out if you guys want something new on him.
Arthur is not meant to be classified as a “fighter” so people need to realize that building damage is not viable (well in low rank it is). Arthur is an off-tank which pairs well with a lot of main tank in the game with follow ups with his ult which is mentioned “hard to hit” or “predictable”. Itemization is the key to make this off-tank clash laner work. But hey this is just an opinion of a 50 star noob.
My Arthur build nowadays savage cuirass phys defense boots or magic def boots spike mail or whatever it's called the full item the magic shield defense item or the one that heals you for taking a lot of dmg one is also fine then the 20 percent CD reduction def item and last item can be whatever 3rd item as well last one hmm phoenix I think that's what it's called better heals are nice I am pretty sure it also boosts teammate healing you so if there is a healer it's also good if want a lot more magic defense go for the other high magic defense item if the enemy is full phys dmg go for full phys def the atk speed reduction one is good if they are somehow full magic hmm go savage and full magic defense and HP regen thingy me forgets oh right revive hmm nah it's hard too get I rather not but you can if you want arcana fate half atk speed and move speed half harmony and last one honestly I still think the best green one is Luke the two arrows crossing each other one but oh well CD reduction with magic and phys def I think nvm void health and CD reduction

Rework? Ah after leaving soo many moba games, I miss this kind of things. Unfortunately the devs doesn't care about rework. Athena kit is bullshit and yet they just ignored it, what's the point of adding her in game? There's much more hero that need rework but again, they only care about making a skins.
