so I was wondering how to scale skill damage and one question is do the "Damage" gems also affect skill damage?

Skill DMG can only be scaled by Wisdom Gems (Skill DMG Gems). Power Gems (DMG Gems) do NOT scale the Damage of Skills. There are other ways to scale Skill DMG with Relic's, such as Supreme Ambition.
