To "Perfectly" Complete a Room you Need to Take 0 Health DMG. Taking Armor DMG is now Fine in v1.3. Just to Clarify; in Multiplayer Everyone will Need to Go Hit-Less (Or Only Take Armor DMG) for the Room to be "Perfected"
Hello @Codemob-rm1rg, The Reason My Skills 'Seem' Like they don't have a Recharge Time is Because of Onyx Raven, The "Magic Orbs" and "Focus" Weapon Mods. Onyx Raven; Whenever you Defeat an Enemy with a Status Ailment (Like Freeze) Refresh 3. Magic Orbs; Whenever you Recharge a Skill Send out 2 Seeking Orbs. These Seeking Orbs Refresh 1 Upon Hitting an Enemy. Focus; Decrease the Refresh of All Skills by 2. Here's an Example: (Always 'Perfect' Skills) Weapon Mods: Magic Orbs, Focus, Clairvoyance + Ultimate Mod: Quasar Orbs Relics/Skills: Onyx Raven, Brittle Sceptre, Frostbite, and Arcane Bolts (Bolts has a Default Refresh of 10; -2 From the 'Focus' Mod, So 8) 1st Arcane Bolts Charge; Kills 2 Enemies; Refreshes 6 (Needs 2 More Refresh to Recharge a Skill) 2nd Arcane Bolts Charge; Kills 1 Enemy; Refreshes 3 (Fully Refreshed a Skill Charge and had 1 Refresh Left Over) Refreshing a Skill Sends out 2 Seeking Orbs; They Both Hit an Enemy; Refreshes 2 (With the 1 Left over Refresh and This 2 Refresh; 3 Total. I haven't tried a Lightning build on Razor Wind, but I am Planning to. I'm doing the Best build for each Weapon, going in the Unlock order. With that being said, it's probably going to be a Little while before I get to it.
Brittle Sceptre and Frostbite: Brittle Sceptre will Freeze All Enemies hit by a Skill that was 'Perfected', Frostbite does 25 Damage when you freeze an Already Frozen Enemy. This is the Core of the Build, and you just need to Level up Frostbite to lvl 3 and get some Skill Damage.

Why don't your skills need to be reset? do not have recharge time

Simple Answer: Speed-Runner Brain
The Only Reason is to Go Fast. Picking up Small Stat Gems & Gems that I Just Don't need takes two Much Time.

This was on the Old Doom (15 Difficulty Modifiers) back in Version 1.2. Since Then, The Boss Fight on Doom Has Been Reworked.
