Yes, the song is Wagoner's Lad. The same melody was used for the Scots whaling song Farewell to Tarwathie, again before Dylan's song. Alex Campbell's version - ua-cam.com/video/oI-L4aHlADk/v-deo.html - is very close to Dylan's treatment, and he could well have heard Alex sing it in London in the early 60s. Covered by Judy Collins among others.
