PSA: Public land management requires you to pack out your TP (carry a sealable plastic bag, like ziploc, or small bin to throw in the trash when you get back to town).
Some areas (frequent use and highly trafficked areas), require you to pack out your waste completely, since desert soil is too dry to decompose human waste. There are many affordable bags that have a sturdy seal and contain chemicals to neutralize smells. WAG bags. Definitely the best option, but digging and covering is good in an emergency as well.
