I'm pretty sure that's more intended for safety than anything. When I was a kid, my dad and pawpaw would turn on the burners in the winter to warm up first thing in the morning. I tripped out and insisted that they at least put a pan over it & it was explained to me that just putting empty cookware on a lit burner would ruin the cookware. Take this as a hearsay anecdote and look into it further. Also, if you have an induction cooktop, it won't heat unless there is cookware on the burner.
