This is interesting because I have the latest version of C4D I look at many older tutorials using plains and they don’t work at all when I do it but maybe using a null it will thanks! I’ll try again
Voronoi fracture, fractures the piece in full sided faces throughout the object. While the plain effector will only be able to affect the current polygons
Is your poly FX and your object grouped inside of a null object? (Also if it is make sure your poly FX is above your object) and if that still doesn’t work double check that the effector is under the effectors tab of your poly FX

what if you want only to change the color of the object and not change it completely
