@@Allwelfare Top schools like IITs send their theses to SMEs abroad for critical evaluation. That is the way it was in the late '70s and early '80s, when I studied in one of them. I know few who received PhDs from these schools. Dr Radhakrishnan (ISRO) and many scholars from engineering colleges of Kerala have received such doctorates from IITs and ISC which are close to being world class. They received doctorates as part of the Quality Improvement Program (QIP) which used to be there. I am not sure such a program exists today. It is only when they publish in peer reviewed western journals their doctorates acquire proper global recognition. India is far behind China in this regard in the area of Science and Technology. Production of PhD in Science and Technology and Number of approved International patents have high correlation. Quality of PhD depend on the guides the students get and level of politics in the intuitions. I think Kerala will rank low in both these areas. It is like the chicken and the egg. No good guides no good PhDs. No good students no good guides. It is like blind leading the blind (which was first stated in one of our upanishads).
