No shit, in SF4 I tested to see who has the most damaging fireball and I was suprised to find that it was actually Dan's gadoken. I dealt 10 points more damage than the next most damaging fireball.

Dan doesn't "choose" to hold back, he's just overconfident, despite not having completed his training. Dan's fighting style has the potential to be the strongest, its just a style he hasn't mastered yet. One example is the fact that he can throw fireballs with one hand; thats usually something reserved exclusively for masters like oro, nash, akuma etc. Dans fireballs are way weaker than for example ryus, but dans technique has a much higher skill floor and skill ceiling. He's even almost done the raging demon, he just tripped over a bag. Like, to put it another way, being able to throw a 2 handed fireball means you're canonically one of the strongest fighters in the world and only a few people can do it. If dan actually mastered the 1 handed fireball, that would put him at the very peak of an already very selective group. If dan took things more seriously and put in more hard work, he would genuinely have the potential to be one of the strongest sf characters in the entire franchise.
Honestly, I'm so proud of Dan. Have you seen his SFV Arcade Mode Ending for the SFV Path?? He has like all the villains (and others) training under him. In the world of English-dub anime: There’s no such thing as an accent. Even in Street Fighter II MOVIE, Dee Jay, Fei Long, Cammy, and T. Hawk have no accents.
Dan realized almost too late that even the tiniest fraction of his power, holding back as much as he was able, would at least maim if not kill Birdie outright. He snuffed the hadouken just as quickly as he fired it, and allowed his "opponent" to harmlessly attack as he wished.
I liked it. It was short on plot but since when has Street Fighter ever had a decent plot?? It was high on action and had pretty great animation. So I watch it for being a solid action/martial arts anime. Which is exactly how I like my anime.
Adapting Street Fighter Alpha as an OVA was a mistake. When doing an animated adaptation based on Alpha (as well as IV and V), it’s supposed to be a series because of all the 32 street fighters to explore in their backstories.
