He needs the detonator because that blob is a bunch of sleeping bonefish and he needs to set off the bomb near them to wake them up and he needs the big hook
Hey Kootra, go to the blob of sleeping fish with a bomb on your hook. Use it in the middle of the blob and you can catch one of the fish. Someone else mentioned it in the comments but they didn't say what to use. I hope this helped other people too though.

(Massive, anyway) They are Tetraodontiformes (kinda) but unlike the other members of the order which consist of blowfish, boxfish and pufferfish, it lives in the open ocean and uses its dorsal fins as rudders in the waves, as opposed to its relatives which hide in coral reefs. Jordan the bomb temporarily scares away fish, it doesn't kill fish. It says in the menu when you buy the bomb.
