I just had a roofer come by to inspect my roof that was redone about 7 years ago and they didn't do the shingles on the ridge correctly and left exposed fasteners/nails which rusted and leaked like you just described. They also cut the old shingles back off the roof edges (split level) and just put new shingles on top. Gotta love handyman/DIY work instead of hiring actual professionals. Now I have no choice but to do temp fixes myself ironically until I can get the roof replaced.

I really hope they have you (or another competent and professional inspector) out for an 11 month inspection to hold the builder to their work.
