I believe they are being upgraded, but why then did they remove the relay cases for the crossings rendering them inoperable, and still leaving the roads open for cars to go through?
I grew up in the little ghost town, and there used to be 2 sets of tracks going through town, instead of just one. One was Penn Central, and the other, I believe, was Erie Lackawanna. Sometime between 1985 and 1990, the other set of tracks was torn up, leaving just the one. The lights at Main and Church St used to flash red when a train came through as well. I think even as far back as 1991, the trains still rolled through town on a regular basis, now they are lucky to get 2-3 per day from what I heard from friends who still live there.

Can you tell me how long those nearby traffic signals have been in place? Very possible here, they might be waiting for the Town's officials and their DPW personnel so that they are able to "integrate" the nearby traffic signals so that certain lights will turn red before the flashers activates. Why would you want to have the nearby traffic signal give you a green light when immediately afterwards you will be crossing the WNY&P, with its signal lights flashing indicating the approach of a train? Much of this pertains to liability issues, possibly to the Town!
Judging by those Trump signs, I'm pretty sure we all know the intellect of the local population. That should be enough culprit right there for why the signals are fucked up.

Google Maps Street View has an image taken four months ago showing this intersection with new relay cases, new crossing signals with gates and new stoplights. The approaches closest to the tracks more closely resemble the Lincoln Way at 4th Street intersection in DeKalb, IL where the UP cuts more or less diagonally through the intersection. You must, however, look at a Street View image just to the northwest of the Main and Church intersection (on the yellow part of Church) because most images on the other approaches were taken four years ago. As for why they didn't leave the old signals in place before the new ones were functional, I always thought it was standard operating procedure (CN is doing so while it gates several crossings in my town), but I guess that's up to the railroad. I also think this is a good time for me to get off social media for the day.
Prob the railroad reinstalled the stuff. The signals were in good shape but then they prob abandoned it days later and then the gates and relay cases got stolen. Idk just a theory.
