The train is attractive but deserted. How can the railway afford to run an empty train?

It's an excellent question. I recorded this on a Saturdays noon, so not a time when hikers or commuters use public transportation, and it circulates each half hour, no matter how many customers use it. But according to some resource I found, ticket costs contribute to only 15% of the operating costs, the rest being funded by the canton as a public service.
