I'm shocked to see BASIC on a C64 or 800 XL run that fast! Are these actually all BASIC, or are they allowed to included ML that's loaded through BASIC (like DATA / READ / POKE)?
In most categories of the BASIC 10Liner contest, compiled BASIC programs are allowed. Maybe the entries you are referring to are compiled programs. For example, in my ZX Spectrum entry (BooMFire) I used the multi-platform ugBASIC compiler.
The rules page (gkanold.wixsite.com/homeputerium/copy-of-rules) has some criteria from point 9 onwards that lead to points or demerits. Otherwise, the scoring goes according to the judges' assessment of how good the game is in their opinion.

I suppose if it all fits into ten lines then it's okay. But I don't know for sure.
Sometimes it's 9½ lines of data plus ½ line to execute it.
