So, duty wagera nahi pay karna padta hain? For instance, when I received a package from the US, it was a mix of eatables, cosmetics and used clothes. They held it at the local post office and called me to pay a certain duty (based on what was declared in us when posting it). Does that not apply when receiving something in taiwan?

Yes, it does apply to Taiwan. Some of my friends mentioned when they had a pressure cooker in the parcel 📦. It depends what you’re importing from your country.
