Yes and no. A similar system on rocky slope would be named as a Rock bolt. Rock bolt only may not be sufficient after blasting. A mesh or rock netting system maybe needed to prevent rock fall.

What's the difference between soil nail and rock bolt?
The method of construction are the same. Soil nail may comprised of soil and/or rock socket, while rock bolt are nail on to the rock surface.
