It's a dotted quarter metric modulation. They make the dotted quarter the new pulse temporarily and then return to the original pulse to give the effect of playing a different tempo. Justin is also implying 7 over 4 in some places of the bridge.
So I guess it's like |[7/4] × 1.5| if you were to look at it as a formula.
Justin just pushed a basic bass & snare groove to the second 16th of the beat. There's the trick, he makes you feel the downbeat but he's playing upbeats, so when they get to the bridge...tadaaaa!
