Like atleasting defeating that main area and the small around it and see what happens and what weapons and number you get through out the game too... Because the game actually seems super expansive and actually accurate despite the graphic style
just so you know you didn`t actually promote any of them you just upgraded their equipment in order to promote officers you need to use left click on them
