Is it looking for AT&T towers? They are changing to 5G and have everything screwed up. 5G is for short range transmission. No one has fully tested it for anything else and it's going to destroy their company if they continue.
Try cell mapper I use it for camping you have to use the map and choose the carrier. Sometimes if someone had cellmapper on at the camp site it will show you if there was service there.

Open signal has changed it's app. The "find signal" part of the app seems to have been removed.

I tried that app and the arrow says it can’t find a tower and I am less than a mile from a tower!! Lol

Yes, none of these apps seem to locate the cell that your phone is receiving from. I have tried them all now and am disappointed.
I downloaded a few days back & now it points to the tower from where signals are exchanged.

You help get the signal but my quality is still terrible which makes this system pointless at that point.
