That's a great idea indeed! Just be careful as most of those terrarium heater mats are not made to sit on and the electric connections will break immediately. I have several for my snakes and reptiles and know just how delicate they are.
But I'm too big to fit in a terrarium? But I like your ideas. Here's a thought for you, all you need to do is place this little heat mat under a sheet of very thin metal, perhaps like a car oil drip tray obviously made of metal not plastic. The heat rises and transfers to the larger surface area. Buy a 4 in or 100mm computer cooling fan which is 5 volts with usb connection and run it off a phone charger. Sit the fan standing up on one end of the drip tray so it blows wind over the full length of the drip tray. You won't feel instantly warmer, but after a few hours, go out in the cold for 5 minutes then come back in and you will easily feel the difference as the induction heater mat under tray has raised the room temperature a little. Or Buy a bit of metal pipe or ducting 120mm dia and wrap a reptile heat cord around the ducting and place the computer fan inside it, works really well but you need an 80watt cord. 10 hours at 80w equals 800w, so 20 hours equal to 1.6 kW, so call it 2 kW in 24 hours. 50c a kW equals $1 a day. The computer fan uses almost nothing. Mine is a 3 speed 5v fan. Have fun experimenting.
I need this for my feet at night. I don’t know how efficient Electric Blanket are but I have bad luck with them. They quit working after 10-11 months. 🤪
Heating pads are generally larger and consume more power. However they also produce proportionally more heat. Don't get your mom a terrarium heater! There are better ways to save money in a household. 😄

Use it for your feet. I find if you warm them, the rest of your body will react and heat up!...but even cheaper is to use a duvet when sitting down.
