Thanks for the detailed question, as far as i understood from your question is that you are saying that in cohesive soil we consider particle level cohesive forces. In any material internal resistance is being offered at atomic level, which contribute to molecular level n then molecular forces contribute to particle level. But we consider the cohesive forces as a whole of collective soil volume. That's what we do for solids. In any material contribution comes from microscopic level. But for practical use we take gross abstraction
