One thing I experienced, If client send only one Invite to one specific freelancer then we should avoid the job because most probably the client has made up their mind to hire that freelancer.
The other thing that is helpful to do is please REPORT the scammers that you come across to Upwork. If you applied for a job that turned out to be a scam and you report them you will get your connects refunded to you. Certain countries are usually red flags for example India, Pakistan, Bangladesh. Personally, I think Upwork needs to have a better client screening process or at least make it cost prohibitive for them to be on the site.

His rebuttal was that he paid $250 for his current site, which he needed redesigned! Such a headache and a lesson learned

i think you should focus on building skills and also making money little to fund the upwork account to bid. Upwork is no longer the place to grow with zero budget or client referrals.

zero review projects are mostly scammers. But the one that have attached a pdf, and shows details about the project are likely worth it.
