- A coroner has said it should be a "defining moment for the housing sector" after ruling that the death of a toddler was caused by prolonged exposure to mould in his family's housing association flat.
Two year old Awaab Ishak died in Rochdale of breathing problems. At the end of the inquest into his death the coroner questioned how something like this could happen in the UK in 2020. There are now calls for changes in the law.
I can't believe they said this is a learning experience. It's not for that poor boy and his family a learning experience:((
Worked Maintenance in social housing for many years as an outside contractor, this kind of mould issue is not uncommon, and its also not uncommon for maintenance reports to be ignored.
Landlords both housing associations and private, have too much power and little responsibility.
Is it uncommon for people not to get a bit of white vinegar and deal with the mold themselves?

@@TheMrReee Whilst I agree to an extent it should be expected that the parent would care more about their child than a money grabbing landlord! I should also say that the council refused me a property and after much scrimping and saving I managed a deposit on a small flat, a flat which had mould in the bathroom. The ceiling was virtually black and I dealt with it myself because I didn't have any money to get someone out.
@@thehound9638 Mould is a killer, and I'm not saying people shouldn't do what they can to limit it (white vinegar etc), but because of moulds potential to cause health issues or death, it needs to be a legal responsibility.
Like buying a flat with excessive mould, that should have been remedied or reflected in the price.
But more importantly, you pointed out an even greater issue, lack of affordable social housing, the vast majority of new builds in the UK are for private purchase, its not sustainable.
Yes agreed. But your cleanliness, how you maintain your home plays a major role. Mould WHEN left unchecked will take hold. Just like in your fridge. Question is who's responsible for cleaning your residence?
I worked for RBH for 10 years in repairs, the management and directors are clueless. There are loads of flats on Falinge and Freehold with mold problems. They spent millions on the outside of these flats but did nothing inside them. The inspectors are clueless. I wonder how many tickets were raised for mold in this property?
Too many people, not enough houses. Having to spend 200k-300k in most places for a decent family home is just too much. The price of housing is the true reason behind this tragic death, because the landlords know there is a shortage and are not incentivised to do anything. Our Tory and Labour leaders have ruined this country.

As a parent would you have let your toddler sleep in a room like that without trying a bit of elbow grease and mould resistant paint first I bet you would no matter how bad your circumstances were ? Absolutely Tragic.
@@PapaTube-ep1nk absolutely .....I would never put my precious baby near any filthy mould like this.....mould comes off with bleach and water or neat bleach......it doesn't form overnight to a thick covering you have to keep up it....whoever's fault it is the council govt cutbacks .......ultimately it's the parents responsibility to protect their child....
@@PapaTube-ep1nk According to what I read about this case, the father did paint over the mould. It is up to the council to treat the cause of the mould. Unfortunately, they did not! Resulting in the death of this young innocent boy. The UK is considered to be the 6th richest nation in the world, what a joke!

I don't know if they are an immigrant family but given that I know some English people that are pretty clueless about how not to make a situation like this worse it probably means they stood little chance.
It's pretty dumb to just dump people into a council flat and think that they will know how to manage and control damp. Especially in cold damp weather, which we do get a lot of.

My daughter lived in rented flat in Manchester while at UNI. The other room had loads of mold and when complained about the house owner just put a false wall over it. The girl who stayed in that room ended up in hospital. Had it been my girl in hospital I would have not been responsible for my actions...
When I lived in Nottingham, the mould was so bad it put my housemate on medication (that I was already on).

I can almost guarantee that a lot of the people at the association don’t even know how dangerous mould is. Probably thought it’s just a cosmetic issue.

@@jasonr8772 I’d go much further than 50/50. A clean ventilated house won’t kill anyone. Both parents allowed the mould to become an infestation by not cleaning it off. Letting agents should also be doing more when they see a tenancy turning into a mould trap.

The family shouldn’t of been housed in the flat, if it was known he had a severe allergy to mold. It’s corporate manslaughter. The council have a duty of care and they failed.

@@ginamoses2279 the house didn’t look like that when they moved in! You don’t understand how it works do you? Lifestyle is the greatest contributing factor to mould coming in the first place. I had mould in a rented bathroom. The reasons were they had not used the right paint and we never opened the window so we created a situation of condensation perpetually dripping off the ceilings and walls. A fairly small amount of mould developed over some 6-8 months and after I started getting boils on my face I decided it must be from the mould. It was so easy to sort it, with a little investigation on how the mould spores work. I sprayed the whole room with tea tree oil and white vinegar and scrubbed it off. I sprayed again and left it on for 24 hours. After that I wiped it all down and primed and painted with a dedicated bathroom paint. It was hard work scrubbing the ceiling from a stepladder. But. It wasn’t that hard.
Also I have seen professional painters aka cowboys think that all you have to do is wipe it off. The spores will penetrate most surfaces and must be killed.
A nationwide failure to understand the nature of mould and how condensation causes it in enclosed spaces is why mould is the number one complaint from tenants. I know this because I saw English tenants turn my grandmothers clean, but damp house into a mould-ridden cesspit within 3 years when her family had lived there for 180 years with no problems.
I lived under a private landlord in 2010, a flat with black and pink mould. After Months of arguing, a report from Enviromental Health and a notice to withdraw rent after advice from the council. My landlord finally relented. Kicked me out.

We have a lot of trash housing. It is bizarre that it has become so valuable that no one can afford to fix it whilst they pay to own it.

How about you find someone with a mouldy flat, offer to fix their mould, wipe it off, and then when they thank you profusely share the news with the world. @@tiermacgirl The mould in the photos show that it must have been getting worse for months or years. It should have been dealt with much earlier by the tenants, unless it was like this when they moved in. If it was this bad it was not a very good idea to have children in these conditions. I noticed black mould in a corner of my bedroom near a wardrobe that is on an outside wall. The first thing I did was empty the wardrobe to make sure the clothes were ok, then I moved it, cleaned the mould with bleach. I left it to dry thoroughly before putting everything back and I put a small dehumidifier pot with crystals that absorb excess water. Now I keep checking and will replace the container when needed.
for crying out loud this isn't 1650 or even 1890. The fact this is still happening shows greed supercedes human lives and safety, it's evil.

@@karlwhittaker - whose was that? The state of the mould was terrible, but it clearly hadn’t been cleaned for a long time as it was clearly long term mould growth. Whose job is that? The person that lives there, obviously. She made it unfit for human habitation, not the council.

Can't comment on his experience of racism, but from my experience, housing associations and private landlords show utter contempt to all their tenants, regardless of colour.

@@JohnJohn-xs5ru Only commenting on what I've seen over the last 10yrs, management is the biggest issue, although a few have been genuine good people, I've had to deal with a lot more where that little bit of power really gave them ego trips.
Private landlords, never met a single one interested in keeping their property maintained to a decent standard unless they are charging extortionate rates.
Investment landlords are the true scum, real bottom feeders, but that's a different subject.

Lots of investment landlords are Asian where I am that is. When I accompanied vulnerable young people leaving care to viewings of bedsits/ flats. Asian LL were the worse for cramming in far too many "units" into one house they were mostly poorly / dangerous even set out, but the worse one I saw had the toilet next to the cooker🤢 and the LL couldn't see anything wrong with it!

The problem is that there is lack of air circulation or damp control. If mould gets into the plaster (as it has in this case) you can only get rid of it by first finding out where the moisture is accumulating, dealing with that and then drying out the surfaces, cleaning off the mould or even removing the infected plaster.
I live in an apartment which has a major mould problem. The landlord brought in a plumber who found out where it was coming from and we are now drying out the affected areas, cleaning them and getting rid of the mould problem, then painting over the surfaces or replacing the plaster. A dehumidifier is drying out the surfaces. Bleach has been applied to keep the mould at bay and the the plumber will correct the faults.
The problem is that many poor families cannot turn on their central heating and that means the damp accumulates. They probably don't have a dehumidifier and cannot afford to run it except at night and they have too many people in a small apartment which is creating extra moisture without air circulation. This leads to damp and that allows the mould to establish itself.
Mould does kill. It causes respiratory diseases and weakens your immunity. Anyone that has mould should be given access to strong bleach to keep control of it until the plumber or housing association can find out how the moisture built up.
It’s not that complicated. Houses or flats need to be ventilated. Instead people keep all the windows shut all the time when it’s cold outside. Added to that they are creating too much condensation by hanging too many wet clothes in the hse, sometimes on the radiators, cooking, boiling the kettle, having showers. Mould needs to be killed and tea tree oil and vinegar is a healthier way to do it.
Once you’ve killed it you need to change how you live and open the windows regularly. And use the right paint not some matt shite.
Property owners don’t have this problem because they accept they have to do what’s necessary to keep the hse clean. Tenants expect to do what they want and have no common sense. I told the American tenants next door that mould was the single biggest problem facing tenants because they didn’t understand what creates a build up of condensation in a hse and letting agents should have to tutor everyone on it because people don’t know. Ie one washing machine load a day is my rule in winter. Any more and I see the windows misting up especially if the heating is on.

You can’t blame them for that but why didn’t they find out for themselves how to get rid of the mould? They knew that it was affecting their child and should have taken it more seriously. Are we now going to make letting agents employ a translator. I know that agents tell tenants to open windows but they should teach tenants how condensation build up in a house works.

He didn't just die, he died painfully, over a long period of his short life. Beyond unforgivable. Of course racism is involved, any council or local authority staff will tell you it goes without saying. I speak from personal experience as council staff. They don't care and know exactly where and why money gets allocated.

Yeah we rent from MHS homes in kent and our house has black mould .my bed room is full of it ,Its because of the facerboards ,I told them they need replacing yet they do nothing ,windows are like 30+ years old building up condensation in the winter even when windows are open all day .They dont mind taking your rent money each week ,My mother is 82 and has COPD a lung disease and they tel her to get some bleach and clean it of at 82 with lung problems ? Government needs to step in and take action on landlords. This is so out of control . This poor boy .

@jimthompson if you are serious in your question please take the response from commenters seriously too. It is complex and expensive to fix for sure but if fixed earlier less so. Paintovers only hide it temporarily and allow it to continue getting more complex behind the paint.
@@tiermacgirl - you can clearly see this is long term mould. NOT damp. It’s not hugely complicated. It needed to be wiped down with bleach and the rooms ventilated. It doesn’t need anything else. People are clearly diminishing the responsibility of the mother (yes, it’s terrible she’s lost a child) because of racial sympathy. That justification is a fallacy. I don’t see how the responsibility is anyones other than those living there.

Of course it has to be wiped off and before it gets too bad. I use bleach or there are other preparations. You can't just leave it get worse and worse. It could simply be not enough ventilation. My bathroom window is open nearly all day, unless it's really cold and then it's left open for at least the morning, to clear condensation after a bath or shower. I also dry the bath so any water left doesn't evaporate into the air.
Very, very sad. We shouldn't be importing poor people from the third world though who need state support and dumping them in poor communities. I've lived in lots of places with mould problems myself. You need to clean it and ventilate and wack the heating up to dry it out.

@@jennyshoarhouse doesn't make that big a difference. Especially in winter with rising heating costs. Excess damp in colder months makes the mould worse and mine never dried out no matter how high you cranked up the heating. It just warmed the moisture and encouraged the mould. Not to mention those mould sprays are just bleach. Mould also can catch onto furniture and just keep returning or spreading. Summer was more manageable but....its the UK mostly rain

I lived in Rochdale in private housing and the problem is system wide, not just with landlords. I had to contact the heath and safety at Rochdale Borough Council as my home had a severe case of rising damp. Rochdale Borough Council HSE were completely deaf to my complaint until I threatened to go to the media. The Council know it is a problem but seem to do as little as possible. You have to literally threaten them with going public to get them to do their job. My heart goes out to the family, it is a tragedy that simply should not happen in this day and age and far more needs to done to protect tenants from landlords, both social and private.
I lived in a post-WW2 council high-rise block from 1981. Some flats still had an open fire in one room with a back boiler for hot water, some flats had a gas fire installed in the sitting room and an immersion heater for water. There was really bad condensation and black mould throughout. The tenant's association had been complaining for years. The council tried to flip the blame onto 'tenant lifestyle'. This included boiling pasta and vegetables in the kitchen. Eventually they installed central heating and cladding on the building. I don't live there anymore but I worry about that cladding.

@@LordSandwichII It was particularly bad in the bedrooms. Far worse than in the kitchen and bathroom. The problem was clearly caused by pesky selfish tenants breathing overnight causing condensation. A very bad aspect of 'tenant lifestyle'. They told us to keep the windows open all year round for air flow. Unfortunately they were also the sort of windows that small children could easily fall out of, plunging 100 feet down to certain death.

This is outrageous! There are many, many people living in such homes. Many of them are British born but the combo of the Tories deliberately refusing to make homes “fit for habitation” and the actual landlord here not fixing such mould has directly caused this death.

Most Mould issues are caused by too many people living in a property,... Not putting on the Heating... Not opening the Windows to allow Air to Circulate.

It's not just housing associations that dismiss the problems with mold and the tenants getting blamed for the problems. Council owned properties have the same issues. Condensation caused by tenants is often the fob off reason council surveyors use an an excuse for not doing anything except to advise to "Just paint over it, open windows more often to let out condensation (even in winter), buy a dehumidifier" Social housing is often poorly built and in disrepair with leaks from pipes which is often the cause of the mold but the tenants still get blamed. Another reason for councils and housing associations not fixing leaks and mold problems is the costs involved to fix them. Governments don't give enough to councils to fix the problems and yet the rents still keep increasing along with the Council Tax. Ironically my local council sent a letter out stating they had no choice but to increase the Council Tax because the government cut their funding and yet they still won't sort out the mold in my council flat caused by successive leaks over the years, citing the mold is caused by condensation. The bs they come out with is unbelievable and yet they still hound me for the ever increasing rent!
People seem to avoid talking about how poorly built housing has been since the Keith Joseph numbers game.

I see that the head of the housing association has been forced to resign.I feel he has been made a scapegoat for what is a Nationwide problem.My daughter has mould in her Lambeth council property in Crystal Palace,London. Both of her children have asthma and no one in the household smokes around them.
I feel it is because this poor unfortunate child died that the head of the association has taken the blame for what is a widespread problem.
Your daughter's housing provider is a SLUMLORD. She is paying rent to live in sub-standard conditions. What is Lambeth council doing with the rent and council tax paid by its tenants?

This is not new in UK. In fact literally most UK houses are like this; it is hard to say UK is an European country. They don’t have European standard; it’s good they left EU because they don’t meet the other European standard. Millions live in house and flats very out dated without a proper heating or insulation system. The few percent who are millionaires and billionaires who lead the country don’t understand this. The sad thing is the government pour so much money to help war in Ukraine while people struggle here.

Throw landlords in prison. The younger the victim the longer the sentence. The boy was 2 years old and had at least 73 more years of life. Sentence the landlord to 73 years in prison.
My sister lives on the same level after being made homeless.
Her flat is adequate.
But there are some flats who never open the Windows or curtains. Who keep food on the boil for ten hours a day.
This is another unfortunate fact.
Rochdale housing can't even house Rochdalians. Half of Rochdale since housing if occupied by African migrants - Shoved out of more affluent areas that really could afford to accommodate them.
It is a tragedy and terribly sad. But be mindful of the deeper issues at play.

This has absolutely broken my heart. I sobbed when I heard this. It's behond belief how he was forced to live in conditions unfit for a dog never mind a 2 year old little boy. I hope they pay for what they have done. What an absolute tragedy. I don't have the words to express. I am so sorry you had to loose the love of your life because housing association could not be bothered to tackle the mould ridden shack. Shame on you. Rest in peace little boy 🕊️🤍x
RBH is a housing association with charity status. They provide social housing for poor people.
People are put in unfit housing how many families vulnerable unsupported and alone are going through this. Its not just making us sick it's killing us
So sad for the family and all of those living with this tyranny.
When you expand landlords, you always get problems. People are greedy and lazy, this is especially true of landlords and letting agents, at least the many I have met.
I have had a large number of landlords over my life, jobs shifting us about etc and not one of them has treated mold. Plenty of homes we rented had it among other neglect issues. We have always moved out because we could, this isn't true for all suffering tennant's.
We rented a home in Oxfordshire, a top end flat where the landlord had fabricated a certificate for the installation of a damp course that wasn't present. He is still operating today as far as we know.
Another house we rented in Sheffield (from a lawyer) had water inside a light bulb in the ceiling of a kitchen extension that had been poorly constructed, and signed off by an idle inspector from the boys club no doubt.
Need less to say, nothing got repaired when we complained. The landlord in question took the bulb, we already had photos , but he took it because he only wanted the evidence to go missing. If he had cared, surely he would have sent people to repair the roof, but he didn't, and no no one made him either! Probably because most magistrate judges are second home owners and landlords too and embedded within the mentality of landlords is the idea that you as a tennant must be faulty or you would be a home owner. This is speculative, but I think likely.
Another home we rented when a student had a whole wall that was coming away from the rest of the house, it had mushrooms growing from the carpet and on matresses. The wall was supposed to be braced and the landlord agreed to this work ahead of us all moving in that September. Again nothing was done. It was also in multiple occupancy without sufficient fire exits, and despite this being a law (by all accounts) again nothing was done about either issue.
Everyone knows about Grenfell, this is the real risk of private landlords who could not give a hoot about anything except money.
Funny thing, refuse to pay the rent and people pipe up quickly about this, courts nearly always side with the landlord, again I suspect for the reasons mentioned above but the courts seem not to take in to account if the home is truly habitable or in breach of a law(s) or agreement to make good.
Never met a landlord or letting agent that I trusted, but have met plenty telling me everything is lifestyle related and so the fault of tennants while putting up rent religiously every year as the homes they own crumble around the tennant's who can no longer afford to buy anyway because the asset owning class have driven up the market putting it out of reach of many.
If I was the Prime minister, you would not be able to be a private landlord, the state would be the only landlord and people with excess cash would have to actually work for investments.
Pfft Britain is a nation lacking empathy and decency it seems. Hardly a surprise when the nation is run by those happy to capitalise on pandemics
It's not confined to the UK either. Greed, a lack of empathy and ownership alongside a general idleness and attitude that anyone renting is second class by default.
I believe this is a 50 50 where it’s 50% Rochdale social housing’s fault and 50% their fault. This is because the flat is quite bad and the whole housing estate. The other 50% that’s their fault is because they are not opening windows which would help with ventilation which reduces mould.
I am so sorry for this families loss but it has nothing to do with their race or colour of their skin, believe me.
12 years ago, I fought a council for 2 years because our house was full of black mold, we were in the newspapers twice and on the radio. Our council house was actually falling apart, a wall had to be strapped to stop it from collapsing. It got me nowhere and I was branded a trouble maker by the local counsellor for complaining and I am white and Briitish. I got a report from a surveyor they sent in because I said I was going to get my own and the report was in our favour, his reputation was threatened by the authorities because of this.
We moved 200 miles away of our own accord, our son later went on to have cancer in his thyroid and I swear it was from sleeping in a room which had thick black mold growing behind his wardrobe. Of course, I cannot prove this. Worst 2 years of our life. It was horrific and caused severe anxiety and panic attacks.
To this day, I still have all the photographs and correspondence from that council. I also have information of all other families living in the area at the time who were also living in horrific conditions. All white/British. How do they get away with it?
These social housing slumlords get away with it because there is no oversight and nobody to force them to bring their property up to standard.

Even Daniel Hewitt, the man (ITV) that investigated this mould crisis, alongside Kwajo, should pay tribute and condemn the actions that the RBH association took against Awaab's family and others.
Of course they want to blame it on the tenants it couldn't be that that region is a very wet and damp region in the first place and that there is a problem with mold there anyway and it is what it is but to try to blame the tenants just to get out of the responsibility that is shameful. It's not like we can't see straight through to the truth, WOW.
We feel sorry for the family where having the problem with are local council my wife has a lung condition and my son had major brain surgery living with damp and mouldy is not good there at risk
So many, too many rented houses are like this.

This is not new literally most UK houses are like this; UK is hard to say a European country. They don’t have European standard; it’s good they left EU because they don’t meet the other European standard. Millions live in house and flats very out dated without a proper heating or insulation system

This is a valid point. Hence why it is important to open windows to ventilate. Most people don't realise that (if possible) you can hang washing out on cold dry days, it doesn't need to be sunny. It saves a fortune on machine drying!

If the penalty for a crime is a fine, then that law only applies to the poor. Fines aren't enil9ugh, negligent homicide needs to be on the table for these types of horrendous crimes.
It is true that so many poor and working class people of all races has had to deal with this horrible neglect from the government. I think sometimes you are treated worse if you are black or Asian but let's not argue about that because it dodsnt help. We all need to get together protest, write to our local councillors and do what we can so that these flats can be torn down, new ones built. Also there are so many unoccupied house in the UK. No one deserves to live in those conditions

In some cases yes but no it’s not always the tenants responsibility. Mould growth is not always the fault of a tenant
If the property doenst have adequate ventilation which requires landlord to fit passive air vents, or rain water is penetrating walls from outside, rising damp , leaking pipes, faulty subfloor ventilation etc. That’s got nothing to do with personal hygiene now has it!!?!

If these people cared the homes wouldn't be in this condition in the first place. This is a criminal matter and people need to be jailed. Hopefully placed in a cold, damp cell.
Awful news. Unfortunately a combination of problems. Foreign Landlords take the Government money and House People from other Countries or the under belly of Society . The Council’s are strapped for cash with millions more living here. The Social bill is beyond belief. Police and Social Services are under pressure. One Innocent Child a victim of a Country in a mess where the Elephants in the room are ignored.

I get damp and mould in my house, not to this extent thankfully! But I got the same response when the council came out, apparently it was because I own a tumble dryer and needed to ventilate more...all of my windows were open as was my backdoor, tumble dryer wasn't even on! 🙄
I live in a housing association flat and get this mould, strangley it only seems to have started when I got double glazing a couple of years ago, I find you can get rid of it easily with some anti mould and mildew spray and some kitchen roll.
It's about NATIONAL building standards and codes! Pointing fingers at the administration of social housing is NOT going to keep this from happening over and over again.
I live in a temperate rainforest zone. I know what happens when builders, government regulations are done to please the owners, developers.
We HAD this same issues in multi-storey buildings, condos, rentals.
It's ABOUT regulations regarding moisture barriers done so ALL moisture exits the building envelope, all moisture is prevented from ENTERING the building structure.
Thousands of condos, apartments were affected.
The GOVERNMENT finally put into law regulations regarding restoration of the buildings, moisture barriers, and in rentals, yearly inspection.
Don't blame tenants, they're not going to have permission or funds for this. The social housing authority can only do what is required for temporary remediation.
It's about the BUILDING and construction of that building.
Lessons never seem to be learned...a total disgrace!!

This need to be cleand by the persona who lives in there my flat has the same problem but I clean it up and open the windows for fresh air and mantiene it clean all times otherwise will get to that point cleaning up and disinfectant it is very much important
I'm sick and tired of people blaming tenants who have no power, r ignored and not listened to. When landlords, housing directors with 6 figure salaries and agovt that's more interested in sending billions to nazis in Ukraine than fixing the housing crisis in this country. Social housing & association flat's are small and poorly built. When you wash your clothes there is no place to hang your wet clothes than inside the home cause there is no balcony and/or garden and this compounds the problem. If you open the windows, the cold comes in. What is someone to do. How can people live like this.

The parents could've done something. I mean there are ways to deal with mould or at least keep it at bay with bleach, vinegar or just a mold and mildew cleaner.
I say this as someone who's had black mold grow right next to me. It can be dealt with at least for a few months, but for a solid fix you will need to throw money at it...
Either way the parents deserve a considerable portion of the blame.
