@@TheSolver-PR load design for a specific column it doesn't depend just on rebar, but also in concret grade C18 C25 C50 ? and work quality length vs area (buckling) not to mention ground quality (not all sil has the same load capacity) , you would need a complete blueprint of the building and a soil study to make such a determination
Column rebar 90 bend means development length of column in engineering term. There is rule of placing rebars in different direction to acquire the strength of materials used.

Column longitudal rebar bends facing inside at base lead to congestion and poor compaction at that zone, totally right..
So... how much stories can that building safely rise? There's plenitud of rebar in those columns.
