I also noticed that adding a cloth tag on both cloth surfaces (or in my recommendation - a thicken object) helps enormously. Lower Bendiness, Add a little Stretchiness and in the Mix Animation tab, check With Force and a Strength of about 4 should keep the flower from falling but will still allow for self-collisions.

Since the intersecting parts are a big issue here, I would recommend using the Thicken generator instead of a cloth tag. That way you can control which direction the thickness goes.
