I think first ip should be 192.168.17.1
And last ip should be 192.168.17.254

The IP addresses which you have mentioned will be the first usable and the last usable IP addresses. But the range of Ip addresses is from 192.168.17.0 - 192.168.17.255 where 192.168.17.0 is the network address and 192.168.17.255 is the broadcast address.

192.168.17.1 is the first host address, 192.168.17.254 is the last host address , host range
network range consists of 192.168.17.0 and 192.168.17.255 which is the broadcast address. I hope you got the difference

Which equals N=2^32-24 = 256
