Come to find out, someone had replaced the dash harness with the wrong one. This being an S model it's not easy to find the CORRECT harness. The original was hacked up by a previous hack job so I put this project to the side. I'm working on repairing the harness in my free time. I will update soon as possible.

Car was fixed by repairing the original harness. Owner recently wrecked and totaled the car though playing in the curves.
Ever fix the issue? My car has same problem but no harness was switched
Yes. I repaired wires and got a BCM in it
