To put it simply you want to exit the starting zone while also hitting the regen trigger that's on that starting platform. Setstarting on a ramp puts you outside of a regen trigger (as opposed to inside the regen trigger elsewhere) which helps with consistently getting the correct regen cycle to have enough rockets later on in the tunnel (you get 3 or 4 as opposed to 0 or 1).
