Sending the Police to this after a 20 minute conversation with the council worker is evidence the Operator is unfit for the position. The Operator needs to face disciplinary action for such gross incompetence
But it’s difficult to assess how bad the situation is. Maybe the operator thought things are getting violent. In the same way if you were to call the police you expect them to come no?
The problem then is when an operator eventually gets it wrong and doesn’t send police to a serious incident it’ll be the operator who is either prosecuted, destroyed in the public eye or both. Wouldn’t it be a better idea to charge the calling party for waste of public resources and by charge I mean charge them the wages of the attending police, the petrol, maintenance etc
What should happen is that callers who make stupid calls should be properly educated by the operator or the Police if they attend - that is part of the Police's job: education as well as 'enforcement'. It's a waste of money but they need to respond. And you can't discipline operators for being cautious when the result may be that they don't send help when it's needed. You also can't penalise callers or you'll also discourage people from calling.

999 call on a mobile is ok I think !! But unless he has a seat belt exemption certificate but he was reversing so he can remove it I think !!

The operator has to follow a standard protocol, they don’t make decisions on personal opinion.

7 police dragged her from INSIDE her house and arrested her over public order section 5 for hate speech and yet she was inside her own home, crying, punching her head in the cupboard under the stairs surrounded by the police trying to get her to come out.
It was a ‘comment’ towards an officer. It’s was vengeance, unlawful autistic or not, saying to a cop that you look like my lesbian nana in your own home is a failure on so many levels.
AND non of the other 6 police officers did anything to stop it occurring****

Another fantastic video AB. The most shocking thing about this video is the fact he was on the phone on a 999 call for how long? 20-25 minutes? You fast forwarded a few times so it's hard to tell. If I was the operator I'd be like sorry he's not doing anything wrong I have other emergencies to deal with and hang up. I think this video deserves some complaints to the council.

Even after it was explained to him by two police officers that what the photographer was doing was perfectly legal, he still insisted that he stop filming. It would seem that he was not listening at all or he just chose to ignore the law. It's like butting your head against a brick wall with people like this. Their minds are closed to learning and they simply choose to remain ignorant.

You can't follow someone and record their conversations just because you want to. Schools and hospitals are public...go and try and film in either one. Your absolutes don't exist. Laws are complex.
