At 03:23 it looks like the tongue is a joined gaiter with the ankle of the boot so wouldn't that be the limit of the waterproofing and not determined by the lace cover thing as mentioned in the video?
Personally I really don't know why any manufacturer makes a waterproof version of this type of boot with such a low, cut away rear ankle. That area is going to be exposed on the bike and water is just going to flood right in. The Alpinestars Fastback boot is a perfect example that a higher rear ankle is possible.

Looks can be deceiving: These actually fit slightly wide like most TCX boots / shoes.
