He did develop, he is drastically different in part 3, but just like most pure evil villains when their confidence falters they go crazy.

Edit: And also when DIO dropped the steamroller on Jotaro I wouldn’t say he was crazy he was just in this weird mix of despair and euphoria (almost as if he was high) I’m sure had he won the fight he would’ve gone back to normal.

Edit: Also the Castlevania music is a nice touch. I always thought that a spin off chapter, bringing hamon back, in the middle ages about vampire hunters, waaay before part 1, would be pretty cool. Imagine the possibilities with hamon and medieval weaponry like cannons and arrows. But alas it will always stay a dream.
He's a pretty well written character, although I respectfully disagree with those who say he's not evil, and just does bad things because of Dario, and maybe a few Bullies, because, well, it's complicated. But I really feel like there's other reasons Dio acts terrible besides just Dario's bad influence.

That is a good point. Because Dio Brando pushed Jonathan, Jonathan became stronger. When Dio found an equal, he became stronger so he could push Jonathan again, making Jonathan even stronger. It's like what was pushing Jonathan was Dio, but what was pushing Dio was wanting to be stronger than everyone else (note: I havent seen Stardust Crusaders at this point. I'm lazy)
Doesn't stop there. When Jonathan put Dio down, Dio once again, couldn't accept being where he was and pushed back against the one person who was his equal. This lead to Jonathan finally being defeated, but not without using the last of what he could do to save a baby. This baby eventually lead to the birth of Joseph Joestar, which lead to Jotaro Kujo, who would be DIO's next equal.
Fun fact: Dio Brando much like Joseph and the Pillar Men were un-awakened Stand users.
It suited him well, the ability to freeze people in their tracks and stop them from challenging him, putting them in their place.
However, DIO's hermitage under the sea changed him. Why does he need to touch them?
Letting the Joestars get near him forced him to survive at the bottom of the ocean for 100 + years.
He should be able to stop them without even being able to go near them, this will truly give him peace of mind.
The World was born and the holy diver was able to cause everything to be still at DIO's leisure, much like the serenity of the Dark Ocean.

There's a lyric from a Dio song that I think perfectly sums up DIO as a character after what we learn of him in part 6. "We'll know for the first time if we're evil or divine." It just works so damn well with the character.
Dio is probably one of the best written villains simply with his personality alone.

While I love DIO in all forms, I think Phantom Blood Dio Brando is just a thing of fucking beauty. He's a perfect asshole.

Same. Part three was a shock after loving parts one and two. I kind of took a break half way through because part three is boring.
I think thar moment for Dio's opportunity came the moment he killed his father and the mask was the next level of his opportunity. I wonder what would've happened if Dario had given him the letter before being set on a course for death by Dio or before his mother died how that might've changed him. By the time of learning that he wanted to kill Jorge, I was pissed off that he wanted to do that to a person that treated him like his flesh and blood but Speedwagon's quote on how what he sees in Dio's eyes made everything about his decisions make sense. His light was his mother, the only weight that kept Dio's rationale was gone and the only thing left was misery of the poor in 1800's england and the abuse of the people around him.
Part of me wished Dio was good, but then we wouldn't have a great villian and DiDi's bizarre adventure doesn't have the best ring to it.
What if Dio had become a vampire during that fight between him and JoJo in episode 1, imagine if the mask had fallen on his face or something, what do you think would have changed?

Most villains seem cool and awesome.

The Funniest Valentine Jotaro is pretty bad in his part but he at least has the benefit of retroactive character development in later parts, which Jonathan does not have. And you COULD argue Giorno but if disagree, as at least Giorno was smart and didn't rely on just being more powerful like Jotaro or Jonathon. Again, Jonathan just suffers from being in the shortest part.

That is the only way balance can be somewhat maintained in existence, and with that being said, Dio was a necessary evil to Jonathan's good in order for both of them to grow and develop, creating their own sense of balance._

All matters of evil come from the desires revolving the first person. All matters of good involve the second and third person. The in-betweens are really just lesser evil and lesser good wich nobody cares enough to brand as any of the sides. Conclusion, there is no balance, anything you do for you will always be evil and anything you do for others will always be good, that's an absolute.

The reason why he's such well written antagonist is because he was a master of manipulation, which we first notice when he manipulated Jonathan's friends against him and in part 3 he kinda made his own army of stand users by misleading them that he was a victim of Joestars and Father Pucci is the best example of Dio's mastermind plan by making Father Pucci a main antagonist of the story without even let him realising of it

Looking at the finale of Stardust Crusaders from the perspective of an action horror, here’s what you get: the first death (Avdol) is a sudden shocker where the tone solidifies it’s darkness, we then are given the suspense of what Dio’s The World is doing that results in the visual (they’re jump cuts in the anime), then further antagonizing of the Crusaders by Dio and Vanilla Ice, the team, being split up, struggles as Polnareff and Iggy find themselves in an un-winnable battle, Iggy’s death shows how cruel the situation really is, Polnareff BARLEY manages to finish the fight against Vanilla Ice and make it out alive, back at the main villain battle, Kakyoin and Joseph are trying to investigate the situation from the distance they have, while putting up resistance in futility, after it seems like there is hope, Dio breaks Hierophant Green’s trap and kills Kakyoin, in his last breath, he tries to send a message to the other’s about the secret of The World, Joseph manages to figure it out as well as find a way to keep both Dio and The World at bay, unfortunately, Dio finds a way to counter (he always does), Joseph is out of commission, finally, Jotaro is up and the advantages may or may not be enough, Dio is dominant throughout and Jotaro is in a tight spot and is inches away from death, he is barely saved by the only other character who wasn’t taken out of the fight on screen, Jotaro uses the situation to his advantage but it only lasts for so long, Dio then starts dominating the fight all over again and eventually takes it too far (Road Roller), just when it seems hopeless, Jotaro flips the situation to the point where not even the cheap shot with the blood to the eyes would help Dio, Jotaro wins by literally breaking Dio, the fight was harder than necessary.

Fate doesn't exist because of the uncertainty principle.
"Quantum burger" these words refer to a choice taken via a quantum physics random number generator.
As a result you reading this can be certain that your life is not predetermined as no mechanism in the universe could have predicted you reading this.
That makes dio even more evil as he'd not be showing people the 'inevitability of fate' but he'd be killing the uncertainty principle and by extent free will.
That's why the entire process required Pucci to be alive at the second world's cape Canaveral to complete the effect as the reset alone only managed to show a possible future to the people of the world but it had not yet been set in stone.
So technically think that pucci almost collapsed the multiverse.

My concept is instead stopping time it creates "checkpoints" where if Dio says THE WORLD it will revert time back to that checkpoint. If he gets killed fast enough that he cant say it he wont revert time.
