I found a solution to this problem now, first un-install your current anti-virus or disable it first, then you use cmd -sfc/scannow then enter if it says "Windows resource protection did not find any integrity violations" then it is bugged, go to System restore under search bar for Windows 10 then hit "Restore system settings" It will give a time and date to when it was last turned off (Real Time Protection) a reboot is needed then it's good you got it back.

depend on the severity of the malware. if the malware reaches registry and hide the windows security file, then its pretty much need to be reinstalled.
