The water method is so that when you need to empty the vaccum cleaner, you can just pour it out?
Compared to the dry method, where you have to empty/change the dustbag when it gets full.

Nice video, I saw this while shopping today at Shopee, but I ended up choosing a Toyomi Wet & Dry Vacuum Cleaner [VC 8215WD] for slightly more $. I just never had any luck with PowerPac products - shaver, etc failed quick, and the only one that lasted is the electrical strip (although one failed).
All vacuum cleaners are loud, although some have adjustments where lowering the strength of the vacuum also makes it quieter. All our vacuum cleaners (dry) had retractable power cords, I don't know about this Toyomi, waiting for it to arrive in 3 days.

It was out of stock when I needed it so it wasn't an option for me. The motor's power rating is lower though but not sure about the suction pressure. Could be lower, same or maybe higher?

I don't know the actual reason, but I think it's because when dust is being sucked into the pail, the water will trap the water.

The hepa filter is only for dry vacuuming.
