Sure. As well as a simple way to keep them from gluing down the cover it acts like a gasket to seel little cracks etc....at the top. Otherwise its just a cheap inner cover but be warned in areas of high small hive beetle issues it gives hiding places for them.
Can you take a queen cell off the frame put it and a few bees in a container and raise a new queen?

What happens, when doing a demaree, if the frame you leave for the queen has capped brood AND a few open brood and maybe eggs (that I couldn't see)?
