Even subtracting that, the idea that Konoha allowed its emotionally vulnerable walking-nuke-in-a-child's-body just live alone and unsupervised in squalor while places like Kumo had whole-ass village-wide systems in place for their jinchuuriki makes Konoha look like the dumbest village out there.

Naruto is one of those stories swaying between trash and masterpiece because it has amazing concepts, characters art etc but it's handled so sloppily writing wise at key moments.
When I read I always thought that realistically Naruto should've been seen as a hero or at least been taken care of properly since an Uzumaki with the 9 tails inside of him who's also the Hokage's child would definitely be seen as a future asset.

About n17, I would argue he made one (1) good choice in the team departament, by allowing Guy to have Neji and Lee together, since it motivated Lee to train to the point he unlocked the 8 gates by age 13. Was it through immense abuse? Yes. Was it a tough and very backhanded help? Yes. But I guess its just the 3rds way of doing things
