Im a residential hvac guy and I’ve had this call so many times. People with no power calling us about the AC not coming on. I genuinely worry for these people
The “Tech in this video is right and wrong. Number one as to why they wouldn’t is because of a risk of a discharge. When all the energy and electricity comes back on all the electricity is gonna a high voltage to turn things on and get things going and risks fire or sparks emitting in the house. If your lucky a discharge will happen and circuits will be fried, it would be better to wait and not risk a discharge,fire,sparks emitting while the power turns back on. (I’m an electrician by the way so hey everyone.)

If the power is out comcast is not getting a tech to my house lol Sure maybe you can run the line but you couldn't test it and prove it works without power, so you would have to trust your customer to finish plugging it in and setting up their equipment. I work helpdesk. I do not trust them. This tech made the right call, in fact, why are they out during a known power outage at all?
Last line is a missed opportunity "They'll get the job done when your power is back." lol True though some customers don't understand if it can't be done then it can't be done. Had to explain to someone why their wireless internet still needed wires to power the router 🙄

just run the wire to the house and the room and have someone call them for the setup? this is literally something you can do without power.

Well, you can install the cabling and the hardware. It won't work and you won't be able to configure it. But technically you can install it.
