Never worry about low profile cards, I use an angle grinder and cut a slot in the lid. I am an experienced engineering workshop pro. I can also get the same result much slower with a metal snips/shears or even a 3 dollar mini/junior hacksaw and some sandpaper to smooth edges plus a quick spray of rattlecan primer and paint. Easy mod.
I have the MSI GDDR5 variant GTX 1650 I bought new for $170 USD in mid 2020 right before the butt virus caused the bullshit GPU shortage. I used my 1650 in a low profile Optiplex 3010 with an i5-3340, 16gb Gskill RAM and WD Blue SSD with great success. Very nice system that even played Escape From Tarkov which is an unoptimized pig (going from 8gb of OEM RAM to the 16gb G. Skill got rid of the frame stutters and it ran smoothest I ever played it. Shortly I bought my 1650, the prices shot up for over $400 USD because of the scalper pricks taking advantage of the butt virus. My Optiplex 3010 with the GTX 1650 is so handy and I'll never part with it, might put in an Ivy Bridge i7 one of these days but the i5 is still plenty good enough. My Optiplex 3020 is the same form factor as the 7010 in this vid and I really wish it had two PCIe x16 slots or the single x16 slot was swapped positions with the x1 slot because a 2 slot card will not fit in it. I put a Yeston RX 550 in it but didn't use it for anything yet but I'll never part with that 3020 because it was my work computer for 6 years and a lot of memories tied to that machine.

I’m currently using a 1050ti which is probably the 2nd best choice behind the 1650 for this SFF. Or best wait to see if I go down 1650 road like yourself? Any advice would be appreciated.

I mean the whole build was in around the 500 dlls mark, but considering i can play forza horizons 5, the crew 2 and others at 4k 60fps with the card not being maxed at 100% (more like 80% tops) i'd say that's cheap! There are waaaay more expensive low profile builds out there... but i just LOVE mine! I attached a laptop screen to one of the sides and a handle on the top so i can even use it on the go, take it to lanpartys, is so damn awesome!

The issue with the 1650 is that it states it requires 75w display port power supply where as the dell 0WR7PY motherboard stat sheet states it only supports a max of approx 50w for the graphics card slot on the 240 w base supply for sff thats the issue I am having though peeps say the 1650 will work as you have shown...? edit: 75w vid card recommends a 300w power supply.
That may be cutting it close on the power supply. Without knowing every single thing on or plugged into your computer that draws power, my guess is that the load wattage is going to be pretty close to 200 W. At the very least, you may have to baby it and not spend too much time gaming. If you can upgrade the power supply that would be ideal.

Yeah, but if it’s the small form factor version of the 5040, you would have to plug it into the 4x slot instead of the 16x slot because it’s too close to the power supply. This will result in about a 7 to 9% performance hit.
No on both and here's why. Optiplex xx20 is 4th gen, not compatible with 3rd gen CPUs, you would need an i7-4770 or i7-4790. The K variant is pointless since it can't overclock anyway. Save your money. Speaking of saving money, the "E3 12xxv3" Xeon chips are also an option (E3 1240v3 and up are what you want for an i7 equivalent) and tend to be cheaper on the used market than Core i7's. Some have iGPUs and some don't, unlike the Core series chips, which all have some kind of iGPU. Mostly it's the ones ending in 5 or 6 (E3 1245v3) that have the iGPU. Models ending with 1's and 6's (E3 1241v3, E3 1246v3) are later revisions (Haswell Refresh) with better voltage regulation/thermal paste under the IHS and slightly higher clock speeds. Also the i7-4771 is HR as well. Dell doesn't list the Xeons as supported "officially," but they have been user-validated. The models go up to E3 1286v3 but those are actually quite expensive on the used market for some reason; the lower number ones tend to be cheaper but YMMV. Just make sure to look up the part number and verify that it's 4 core 8 thread before you get one that's 4 core 4 thread (i5 equivalent) by mistake. You didn't say which model you owned, but I guess you must mean the SFF. RTX A2000 is two slots thick and won't fit in the SFF model because of the slot arrangement. If you have the tower yeah, it'll fit, but why; there are better/cheaper cards that will fit in the tower. Of course you would have known this if you had simply opened up the PC and looked before asking.

I'm assuming that you're asking about the SFF because it's really the only one where the question should ever come up. But discourse goes both ways. In the future, you need to provide enough details if you expect good answers. The AMD RX 6400 is the best card for a SFF Optiplex for pure gaming. Also GTX 1650 is a good option, and with that card you can stream. Either of those are around $100-150. Below that budget, the RX 550 and GT 1030 can be good for older/less demanding games, as well as the Quadro K1200.
When GPU's don't have external power connectors, they only require 75 watts at maximum, as that is what the x16 slot on motherboards is rated to provide. So, assuming you are working with a 65 watt CPU, you'll be fine
