Let us clarify something for you. Article 13 ISNT a law. It is a DIRECTIVE and there is a lot of difference between them. Article 13 is setting out to curb the power of internet giants including Facebook, Twitter, Google and UA-cam from continuing to line the pockets of big tech but crippling the music, photography, publishing and cinema industries as well as individual artists. It is a good thing in a lot of ways for creators but as usual everyone jumps on the bandwagon claiming about their "free speech", probably while uploading others contents. They still have to vote once more on the final format of the proposals and turn them into law which will happen sometime in 2020 and likely come into effect by 2021. Additionally you also have Article 11 is one of the two directives approved by the European Parliament under these new copyright measures. It has been dubbed the "link tax" but in fact has nothing directly to do with using hyperlinks. This measure aims to force companies (mainly search giants like Google) who feature snippets of other people's content to pay them for using them.
This means that companies who use other people's headlines and first paragraph of text will be forced to pay in order to display them.
Article 11 was softened since it was last voted on in September of last year. Under current rules, websites will not be charged for using individual words of parts of sentences from other websites, nor will they have to pay for linking back to other people's work. But hey if you are fine with companies like Google taking stuff others have done and getting money for it without paying the ones who did the work then carry on, I am sure the snippets of news you get fed about these things by the companies that dont want to pay for it all conveniently not in favor of it.
"Content regulation" is just another word for government censorship.

Not mostly the politicians, they are in most cases stupid puppets (what doesn't make them innocent of course). Big companies supporting them and pushing such stuff like Article 17 (how it's called now) to get even more power from more control and money (Axel Springer in the EU case). That is the problem. And most people seem ok with that because they only read newspaper who are tied to said politician groups and claim to be "neutral" and so these people are just not aware what is going on and how that affects their freedom.
EU is the biggest mafia right before the South African one. Who cares about Freedom of Expression , the money is more important !

I said, put a box at the entrance of the class. Kids deposit their phones upon entering class, LEARN, and upon walking out, collect their phones.

It only enforces the laws that it wants to. For example, look how strict they are with guns. They cant have the law abiding middle class armed, burglary and hijackings will go down and their voters will be furious. The deal is, keep voting for us, and we willl keep the country lawless for you. The average criminal in SA will commit 172 crimes BEFORE they are caught. And even then they have a 94% chance of being set free without so much as a strike on their criminal record. I think that tells you everything you need to know.

To most that is just not an option, firstly it is very expensive to do so, either you have a large business or you have millions, secondly the visa options available is very few with requirements that many people just don't meet. Even with South Africa's British history South Africa is not seen as a English speaking country when it comes to immigration meaning you first have to do a recognized English test and pass with competent - proficient results a test that cost around R20 000, A visa that allows you to permanently immigrate to Australia cost around R80 000, but you'll also need the money to support yourself until your up and running there, you'll have to wait for an Invitation from the Australian Government before you can apply for the visa, that can take up to 3 years, That is for a Business and Innovation visa, meaning you'll also need AU$1 Million from a capital venture firm or in the case of one visa option a net value of AU$1.5 Million and a business turnover of AU$3 Million. considering that the AU$ trade at around AU$1 - R10 that would mean you need a net value of R15 Million and a turnover of AU$30 Million, So that is only for those who have very large Businesses. The average South African in the formal sector make around R20 000 per month, that is R240, 000 per year. Attempts by countries like Australia to get people out of South Africa are stopped in their tracks before it can even realizes. With whites having a Western culture many would not even consider Eastern Countries where culture and religion is vastly different.

mmm... I think there is a misunderstanding here. I spoke with the representative on this about a year ago when this was first being introduced.
They see UA-cam and Facebook shared videos as a separate thing from services like Netflix and Showmax etc.
So Netflix and Showmax HAVE to classify their content because they regulate and publish the content they create. So some of the very scary implications listed are more for services like Showmax so there is responsibility on these services to make sure inappropriate content is not shown to kids etc.
Then for services like UA-cam and Facebook. These companies are held responsible for regulating us creators in terms of classifying content etc.
I'd say you only really need to be scared of facing jail time and fines if you're posting revenge porn, racist content, hate speech, or making content to generate angry mobs. All of which is stuff UA-cam and Facebook are under fire for and trying to deal with already.
The intent of the law and the language of the law don’t line up with each other. That’s the major issue. It’s written in a way that it doesn’t make those distinctions explicit in the law itself, even if that’s the intent. The law is ready for abuse by anyone who decides to take advantage of the ambiguous and poorly defined terms.
Having said that... You're talking about a government who can't even police speeding tickets.
So yea... There's not much in South Africa that is illegal that people are stopped from doing.

Haha, so you mean to tell me that free speech, which has been around for hundreds of years and wildly contested by many laws, is going to finally be brought down by this one law? I don't think so. Any oppression of free speech will be smooshed in court like it always has. Laws like this don't somehow go around the constitution that is already been in effect for many years. The same constitutions that have already been protecting your freedom of speech for a while now.
Anything not explicitly permitted is illegal versus anything not explicitly illegal is permitted.
This is not accidental, the people who draft this technical legislation are much smarter than average. It is intentionally broad so that selective enforcement is possible. To attribute it to incompetence is folly.

One more thing, I've actually worked on a laptop from China, because my friend needed ways of contacting me. They have two layers of "citizen protection" on the damn thing. One is in the OS itself, that prevents installing "bad" Western software. This one is not so hard to circumvent. But the second is in the actual hardware. You have to re-solder stuff to omit it. Good luck doing that en mass! That's how nuts these guys are. And do you know who's taking notes? The EU is... And now apparently SA too...
