You have to get an invite from Nekki. If they decide to invite your account, (There was a form a while ago you had to fill out, and spots are extremely limited. More may become available later) it pops up when you open Shadow Fight 3.
Azuma isn't OP. He takes a lot of skill to use effectively because all of his attacks have a downside to them where an opponent can counter them, but his utility is from the ability to knock enemies out of shadow form. Kate does a better job of keeping enemies out of shadow form, but if they manage to get into shadow form, Azuma gains an advantage

you can just block her sword attacks in her angel form and focus on dodging her flying attacks, you cant damage her so why even bother attacking?
She might do more damage by punishing your dodges, than when you kill her before she can hit you
