Most modems put out MOCA signal, which is basically just Ethernet over coax. The filter is to keep the moca signal from getting out of the house. If there wasn’t a moca filter, other people could potentially connect to your internet over the cable lines.
But does it really matter water gets in the drop if it wants to no matter the weather proofing or drip loops, it’s water it’ll get its way in to anything. I think drip loops and grommets are pointless. I’ve replaced hundreds of drops that were drip looped and had grommets. I knew a guy who use to silicone his fittings around the ground block. I actually worked for a company called rcn in pa and they were against grommets said it trapped water in instead of keeping it out
