the tuna monologue was the only funny thing in the scene, so i'm assuming ferrell wrote that himself because judd apatow or seth rogan or whoever wrote this movie couldn't have wrote it

So many things to break down in this scene
1. No one in the office reacts to Terry yelling because he's always yelling
2. Allen getting all scientific about how lions don't swim then talking about tuna making a breathing apparatus with kelp
3. The fact that Terry never once interrupts and listens to the entire breakdown (even asking questions, "how you gonna do that?")
4. Terry playing solitaire
Actually lions can swim they just don't like water.

The best thing is that Will ad-lib the whole response and built robust argument in favour of the tuna. A true comedy genius.

How did he know the reason why marine animals can not survive above water and come up with a very scientific solution (using kelp to synthesise the concentration of air to be the same concentration as sea water); a solution which would need to be corroborated with marine biologists, physicists, etc. after the fact (MPA requirements) - all off the top of his head? Or it was written beforehand instead of ad-libbed.
