Another detail with Cube and Combo in regards to their character changes. In the JP version of Jet Set Radio on DC, the Grind City section of the game wasn't even a thing yet. Combo and Cube were just another unlockable character with little story importance, as is the case with the other GGs. When the game was localized, the team wanted to make a level that western audiences would be able to better connect with-- so Grind City, styled after New York, was created, with Cube and Combo being reserved for that level and plotline. Also of note, while Nintendo and Sega were rivals during the Dreamcast's lifespan, that rivalry was all but dropped once Sega went 3rd party-- remember, one of Sega's first 3rd-party titles was the Nintendo Gamecube port of Sonic Adventure 2.
Also, voice actors aren't reserved to working with single companies? Dude makes it sound like competitors aren't allowed to use the same voice actors as one another- as if the VA's are characters owned by these companies and not just workers?
I got jet set radio and shenmue as Christmas presents when I was 13 which was 24 years ago. I fell in love with the game instantly. I showed my cousin the character select screen and she was shocked. She said, "they're all grooving." I bought jet set radio future when it came out and I loved it just as much. Bomb Rush Cyberfunk was just as good if not better. I don't know if you watch anime but if you do you should watch air gear.
Yeah i would say if there is a game designer or programmer that want to do this type of style good example would def be jsr, jsrf and first one to start it so yeah and even check team reptile, also big points is the ost its phenomenal and uses so many samples so if any music producers or musician who like house, jungle, UGR/Hip-Hop, rock and funk Hideki, Latch Bros. And the rest of the musicians have great talents with their skills and style of music so good examples or reference i would say.

Cel shading is essentially a "flat" form of lighting where areas are either shaded or lit with no gradient. It's not a matter of shading or highlights being a part of the textures. Borderlands and the Wind Waker remake are actually not cel shaded.
makes me miss how hyoe this game was before its' release when they had the dream cast magazine. then i got my hands on it and HOLY FUCK!!!! even better when you unlock ceator mode and make your own tags. this game to me is till ahead of its self and beyond unique
