These typically outlast a conventional 3-blade windmill with several percent. That's before adding optimal conditions, and that it can run 24/7, 365, in any weather, lower cost to install cause it does not need the placement on geographic or elevation to return optimal investment. It's a no-brainer to blow those old ones up and put these in instead.

It's a rubbish design. The red frame, which is flat vertically, will cause drag as the wind tends to spin the turbine, giving it substantial loss of speed. If the frame was thin and flat, then it will minimises drag and the wind can pass through around the frame like it passes through an aircraft wings, making it easier to push the turbine with less force and pushing the vanes faster to gain more speed.
