The fact that he was completely ignored during that period shows the place that Sikhs have in India. He was commander & chief of the armed forces & still had no power. It is hard to believe that Giani ji was unable to do anything either in case of Operation Bluestar or in case of 1984 Delhi Sikh Genocide.
What for was he then President of India? In fact President is the highest executive power of India and all executive orders are carried of the government are carried in his name. If any orders are bypassed by the government by not informing the president, such orders are unconstitutional. If the incumbent president of the time says he could not do anything then he has had no knowledge of his constitutional position and hence an incompetent person for the position or he is trying to to hide his covet conniving to the acts. In fact by not reacting to constitutional violation from the government he eventually blessed such decisions subsequently.
In fact Giani zail singh went out of the way to get Rajiv the oath of Prime Ministership. According to established procedure the seniormost minister in Indira Government should have been administered the oath of Prime Ministerial office till the house elects the new leader. Previously two times in similar circumstances namely at the time of death in office of Jawaharlal Nehru and Lal Bahadur Shastri Gulzarilal Nanda was made interim PM.
It is now established fact that Rajiv Gandhi was personally responsible for 1984 Sikh killings in Delhi and Zail Singh made it possible by launching him as PM without adhering to established constitutional procedure. Had he opted for procedure set by well established precedents and appointed Pranab Mukherji ( who to my knowledge was then seniormost minister) the course of history would have been different.
Giani Zail Singh is equally responsible for both Operation Bluestar as well as 1984 Sikh Genocide of Delhi.

Ideally as per law Pranab Mukherjee should have been appointed as the PM, who was the then finance minister. The President of India has the power and authority to enforce it. It rather sad what few sikh brothers are doing in the name of Khalistan movement. This is similar to throwing stones at your own homes and so I consider this an act of insanity.
Every one knows that Binderawala was created by Sanjay Gandhi and Indira Gandhi with the help of Giani Zail Singh of congress to meet the political ambitions of congress in Punjab and to keep Akali Dal out of power. But Binderawala ambitions of becoming the meanest gonda of punjab undone him when he used Paksitan to supply him weapons and amunition. He also engaged in rampant killings in Amritsar, including high ranking policemen & army personnel who visited/guarded the shrine. Bhindranwale threatened to kill 5,000 Hindus in an hour if the police did not give into his political demands. Bhindranwale was a power hungry madman who is responsible for killing Hindus and Sikhs. He was also responsible for political killing of journalist and Congressman named Lala Jagat Narayan.
This is why he and his gang was killed gang because his masters no longer had control over the Frankenstein they created.
What happened thereafter and during this is very unfortunate that some people used religion as an instrument for their own political mileage. It is clear when anyone messes with religion the results can be devastating. We seen how radicalism has completely destroyed Pakistan. The concept of Khalistan, a landlocked state, was a product of minds which favored fantasy to realism. Punjab and the rest of India should let its ghost disappear into oblivion. Anyone who raises this is have malicious designs and intent and so all of India is committed to rid these people from the face of the earth. In the entire history the Sikhs beginning with their founder Guru Nanak ji, have either resisted or fought against Islamic oppression through both non-violent and violent means and now these people take help of the aggressors to destroy the very motherland that Guru Nanak ji wanted to save.
In the period from 1978 to 1983, Bhindranwale created a strong armed militia within the compounds of the Golden temple. Being a sacred religious site and due to the fear of the gondas, police could not do much and so the Indian Army had to be called. Machine guns, rocket launchers and deadly weapons were accumulated under the militant leader Binderawala. Operation Bluestar was an Indian Army operation to flush out rebels/terrorists from the Sikhism's holiest shrine in Amritsar. Zail singh was not kept informed about Operation Blue star because of his relentless support for Binderanwala. The June 1984 operation is among the most controversial events in modern Indian history. Indira Gandhi the Prime Minister of India lost her life as a result of this and many innocent people lost their lives due to this. People need to forget this incident and move on and collectively work towards the interest and well being of our common nation.
Some rebel sikhs justify. When the Constitution Act of India was declared in 1950, it declared Sikhism to be “a sect of Hinduism” and offered no safeguards to the Sikh community. These rebels claim “The Sikhs do not accept this Constitution. The Sikhs reject this Constitution Act.” They conveniently forget the hindu act was even rejected by hindus themselves this was drafted by Dr. Ambedkar a dalit (not a hindu) and even many hindu prefer uniform civil code rather than hindu act. Having separate laws in country based on religion is divisive and this should not have happened, there should be common law for all citizens of India irrespective of religion. Meanwhile the division based on language is equally divisive but we can understand this was done for administration and governance reasons. People forget that during partition larger portion of Punjab was in Pakistan where they were forced to change the language to urdu.
