I think the different between Carisi and Amaro is that no matter how Carisi was feeling, he would always do his job to his best abilities and wouldn't risk his friend or anyone else for a personal vendetta. Amaro was loving and genuinely caring but he was also reckless and oblivious to how others are feeling. He had to idea that Rollins was gambling but Finn had a feeling and I know Carisi would have figured it out if he knew her history and her behavior. Carisi is a true gentlemen and will always protect his team.
I think you are very correct - both Carisi and Amaro are very good people at heart, but the way they react to the world is very different - Carisi is more calm, more steady, more assured of himself and aware of people's feelings whereas I believe Amaro, despite his best intentions, is very much driven by emotion, feels more insecurity, and has more tunnel vision - none of them are bad, they're both people who will take a bullet for you, but they're just two very different mentalities.
