I'd actually prefer it like that (living in germany). Generally all drugs should be decriminalized. You could apply learnings from the drivers license and just implement a substance license. Make a test for every class, get teached whats important, have to be a certain age, if you continously cause problems in connection with a specific substance class you can lose the license for that class and do courses to get it back. All the systems are already in place and proven for cars. Just apply that knowledge. Edit: Corrected a spelling error.

Lidocaine is a common adulterant in cut cocaine because of its numbing properties. This and the Azores story are very interesting in that it's essentially collateral destruction. We think about how the drug trade impacts the countries that produce and consumer the drugs, but rarely about how even the countries in between can be effected.

Truth. I saw a documentary about what illegal drug manufacturers were doing to the environment in some communities in the EU. Toxic chemicals being dumped into groundwater or on farms.... Hopefully someone can figure out some ways to stop/slow this latest wave of drug use.
