    Starter issue could be sidestand/clutch switch. Simple test, get and old screwdriver and short out across the solenoid connections, don't be a fanny, be brave, put your big boy pants on, this bypasses all that safety shite and should turn the starter motor over. Electrics are fun, rather than rely on a multimeter which can give you fluctuating voltages as simple test lamp made out of bulb holder and a couple of wires is a really handy bit of kit for fault finding and tracing out live circuits.
    With all that milky oil in there and surface rust on the rockers a strip is in order, you don't know what's corroded.
    Not looking bad so far Nat.

      It turned over on a starter solenoid bypass mate. I just don't like showing it on youtube as there are too many nefarious types out there.

    Nat, these have a known issue with the earth cable not making good contact onto the frame, its bolted onto rear engine bolt. Also, starter wont engage if neutral light not lit or clutch not being pulled. Best of luck buddy. 🤞🏻

    Found one of these that had been dumped by gypsies in 1983.
    It wouldn't start so pulled all the plug connectors below the rectifier apart and they were full of verdigris so washed in boiling water and contact cleaner. Temporary fuel supply and bike fired up straight away.
    The 250n is a guttless engine so fitted a 400n engine and the bike was totally transformed.

    Stop jumping around from one problem to another. If you want to do the fuel system strip those carbs get a rebuild kit, get an air filter, do the tank and the fuel lines. If you want to do the electrics start at the battery, check all the power lines, all the earths and isolate the problems. If you're jumping around you'll be chasing your tail forever.

      I think that I was trying to avoid the inevitable engine strip to sort the gears out

    Nat, seriously just strip it completely & build a new wiring harness. The fuckery with my 1982 Ducati was a nightmare. Until I completely removed the wiring harness did I find connector block wiring pulled away from terminals, broken wires, rusted terminals & wiring fiddling going on. Like I said before, those festoon fuse boxes are rubbish. Swap it out with a new small blade type fusebox.
    Personally, I’d just strip it down completely.

    Had same problem changed ignition barrel bought one off wemoto solved my problem anyway

    R these 2 fiddys a three valve like the 400 mate had a 400 good reliable bike like many Honda’s Having looked inside quite a no of Honda’s now on u tube etc I’m quite impressed. By the way many r built ie have wide gear box cogs a wide primary drive gear / clutch gear and 6 brg journals on the cranks not all models but many I think Honda have designed a bit of extra durability into some their engines. Good on them and gd for the consumer

    I also hate electrics. Some contact cleaner is good, spray all the connections. Other then that its checking 1 circuit at a time. The bike appears to be powered when the neutral light is on so possinly a issue with the starter button?

    Those carbs look surprisingly fresh, (from the outside anyway!). And are they new clutch and tacho cables?
    To remove the rocker cover more easily, first detach the CDI box and coil, then lift the cover from the rear and slide it forward, down and pull out sideways.

    That all continues to look pretty tidy. IIRC, taking the rocker cover off is easier forwards, by dropping the coils. You have to be able to do it in frame to do the valve clearances. The cam chain tensioner on these bikes is shite, so yeah, the chain may well be slack.
    For the electrical problems, the reg/rect was a common fault point on these. Can't remember what I replaced mine with, might have been off a GSX250.
