Not true. Tow trucks in Missouri are allowed to equip red+blue lights and sirens, although they are only allowed to use the siren when directed to by a police dispatcher. Don't believe me? Look up Ron Pratt aka Midwest Towing on YT.

IK AMTRAK AND union Pacific track service vehicles can run red and white lights with sirens in California.
This is due to the fact they are working in dangerous conditions in California and Arizona it makes them considered an emergency vehicle.
