Because Zalensky know putins would use it and bring wepon caravan to front lines and soon after ceasefire putins would attack and Ukraine would lose more. Ukraine had multiple ceasefire agreements during 2014-2021. Eg. during Easter 2018 ceasefire Russia broke it 153 times.
