I too tend to start with Hornetman most of the time. I find the Hornet Chaser's ability to retrieve out-of-the way items to be very useful. And since it's Splashie's weakness, her Laser Trident easily comes in second on the list. Good to see you back with these; and with MM10 coming out in just a couple more months, you won't be totally out of MM games after this one.

nah, i once readed that it was only because Splash Woman's Pattern... i mean, look at splashy, she keeps swimming out of your weapons range: -B.H.Bomb is hard to aim in her -M.Bazooka doesn't make sense -P.Ball can't attack her at all -T.Blow doesn't have enough ammo -J.Satellite...well, it's a shield -C.Shoot...well, L.Trident is Concreteman's weakness so...hortnet chaser is the only weapon that can attack her at all.
I'd say that Galaxy Man is an easier starting point, despite Splash Woman taking increased damage from the Buster. His pattern is so much easier to deal with, and his stage is so simple that I got through no-damage without even particularly trying. If Splash Woman's a 2, I'd definitely rank him a 1.
Mega Man 9 has been out for awhile, it was released on WiiWare, XBox Live, and... er, whatever Sony's equivalent is. It was done in 8-bit style as a call back to the original, classic NES games. This March, they're releasing a similarly styled Mega Man 10, which I am looking forward to.

@KirbyVolt I wouldn't rank any MM9 stages a 10. Most of the more difficult bosses have easier stages to compensate, and vice versa. Using Buster Only, Hornet Man is probably the strongest contender, since he has a rough miniboss and is no slouch himself, but he probably still doesn't rank a 10.
Splash Woman could also be weaker because she's not designed for combat, remember all of these masters are made by Dr. Light, who doesn't like making combat bots. Each of the other bots (Except maybe tornado and galaxy) would need armor to do their jobs

No why does not the underwater men need weak armor then? She takes twice as much damage becuase she is a woman. The mega men makers is sexist. That,s why they almost never make any female character and make Splash woman easy and weak.

Calfuso Yeah, and she also does the most damage out of the 8 Robot Masters. The Laser Trident does 6 damage. So it’s fair. Shaddup.
She takes double damage because she is harder to hit. Same goes for Quick Man, Magnet Man and Tengu Man.
